Yes, use:
$ tar -zxvf pmfirewall-1.1.4.tar.gz
(assuming that you have downloaded the file pmfirewall-1.1.4.tar.gz).

The file 'INSTALL', which you should find when you un-tar the package,
gives step by step instructions to set up the firewall. Basically, for a
first try, run:
$ sh install.sh
and follow all the prompts - if in doubt, answer the default option
to the questions. This should do all the setting up that you need.
By the way, I am also really new to this and I found it a lot easier to
install than several other packages.
