[pmfirewall] Phantom rules

Hi all again,

These phantom rules are still happening.

On the console I did a ipchains insert as rule 1 -s 0.0.0.0/0.0.0.0 -d
0.0.0.0/0.0.0.0 -j ACCEPT to test withotu any rules.

I added the same to the output chain.

Anyway I deleted them and then did a pmfirewall restart and they are back.
I deleted them again and restarted pmfirewall and they are back?

What has happened and how do I fix it.
